    Circular Business Models for the Solar Power Industry - Guide for Policy Makers

    Solar power and electric vehicles (EV) are set to play a leading role in the achievement of the 2030 EU renewable targets and the commitment to carbon neutrality by 2050. Importantly, solar photovoltaics (PV), in combination with energy storage, also has the potential to significantly enhance European energy security, provide citizens and industry with competitive energy, and lead to the creation of thousands of jobs in manufacturing, installation, maintenance, and end-of-life management. While the expected rapid growth of the solar power sector over the coming decade will bring along various resource and waste management challenges, following a circular economy strategy can ensure that these will be handled in a proactive and future-proof manner. Furthermore, a circular economy approach will offer the European solar industry new business opportunities in the design and manufacturing of circular-ready products, as well as in the reuse, refurbishment and recycling of older solar panels.In response to the emerging resource and waste challenges of the solar power and battery sectors, the CIRCUSOL Innovation Action project (funded by the Horizon2020 programme of the European Commission) explored a number of innovative approaches and strategies towards circular business models in these two sectors. Specifically, the project focused on four circularity strategies: (1) reuse of discarded PV panels in second-life applications, and enabled through service-based business models; (2) repurposing of EVBs in second-life applications, specifically for stationary storage of solar power, and enabled through service-based business models; (3) ecodesign of PV panels; and (4) recycling of PV panels through innovative techniques.This guide for policy makers is based on the lessons learned in the CIRCUSOL project from 2018-2022. It compiles key findings from the project and seeks to sketch out pathways and strategies on the way forward. As such, the report aims to contribute to a debate across policy makers, industry representatives, experts and other stakeholders about a potential future policy and governance framework that could catalyze the transition towards circular and resource-efficient solar power and EV battery sectors in Europe

    EPR in a non-OECD Context: An introduction to research projects on the management of WEEE

    There has been an upsurge of interest in the principle of extended producer responsibility (EPR) among policy makers and scholars in non-OECD countries. The principle has been applied and its impacts studied rather extensively in various OECD countries. However, similar experiences are largely lacking in non-OECD countries. This paper presents some ongoing research and preliminary findings on the management of waste electrical and electronic equipment (WEEE). The research aims to explore both potentials and limitations of EPR under non-OECD conditions. Hitherto, there have been four projects in three countries: India, Thailand, and Argentina. The first project in India in 2007 investigated the specificity of this non-OECD context and the explanatory boundary of the principle. The second phase of the research studies a WEEE policy development in the three countries. At the time of writing, they appear to follow different courses of action. The India Government issued a guideline suggesting an incorporation of WEEE under the existing Hazardous Waste Rules. The Thai Government shows particular interest in economic instruments, such as product fees and deposit-refund system, and has been working on a draft law that would govern the use of these instruments for the management of some WEEE and other used products. In Argentina, a senator proposed a dedicated WEEE framework law based on EPR. Our analysis identifies collection of post-consumer WEEE as a major practical bottleneck particularly when there is a strong presence of the so-called informal sector. EPR can be a driving force for improvements by mobilising resources from producers and channelling them to end-of-life management. In addition, in a long run, it can lead to design changes in products and product systems. However, market anomalies in a non-OECD context such as sizeable black/grey markets for several product groups and/or illegal import of used products can put identifiable legal producers at a disadvantageous position and retard feedback mechanisms in an EPR programme. Thus, the applicability of policy alternatives should be assessed against the conditions of particular contexts. We also discuss the importance of problem definition in policy processes

    Upper limb neuropathy such as carpal tunnel syndrome as an initial manifestation of ATTR Val30Met familial amyloid polyneuropathy

Amyloid is available online at: http://informahealthcare.com/doi/pdf/10.3109/13506121003619369We report here two patients with amyloidogenic transthyretin (ATTR) Val30Met familial amyloid polyneuropathy (FAP) who developed numbness in both hands and were diagnosed as having bilateral carpal tunnel syndrome (CTS). In both patients systemic TTR amyloidosis consisting of polyneuropathy affecting both upper and lower limbs and/or autonomic dysfunction gradually appeared after surgery for CTS. Although CTS associated with TTR amyloidosis has been known as an initial symptom in some patients with ATTR non-Val30Met FAP and those with senile systemic amyloidosis, this is the first report of ATTR Val30Met FAP patients starting with upper limb neuropathy including CTS-like symptoms.     Prospective randomized study for optimal insulin therapy in type 2 diabetic patients with secondary failure

    <p>Abstract</p> <p>Background</p> <p>The large clinical trials proved that Basal-Bolus (BB) insulin therapy was effective in the prevention of diabetic complications and their progression. However, BB therapy needs multiple insulin injections per a day. In this regard, a biphasic insulin analogue needs only twice-daily injections, and is able to correct postprandial hyperglycemia. Therefore it may achieve the blood glucose control as same as that of BB therapy and prevent the diabetic complications including macroangiopathy.</p> <p>Methods</p> <p>In PROBE (Prospective, Randomized, Open, Blinded-Endpoint) design, forty-two type 2 diabetic patients (male: 73.8%, median(inter quartile range) age: 64.5(56.8~71.0)years) with secondary failure of sulfonylurea (SU) were randomly assigned to BB therapy with a thrice-daily insulin aspart and once-daily basal insulin (BB group) or to conventional therapy with a twice-daily biphasic insulin analogue (30 Mix group), and were followed up for 6 months to compare changes in HbA1c, daily glycemic profile, intima-media thickness (IMT) of carotid artery, adiponectin levels, amounts of insulin used, and QOL between the two groups.</p> <p>Results</p> <p>After 6 months, HbA1c was significantly reduced in both groups compared to baseline (30 Mix; 9.3(8.1~11.3) → 7.4(6.9~8.7)%, p < 0.01, vs BB;8.9(7.7~10.0) → 6.9(6.2~7.3)%, p < 0.01), with no significant difference between the groups in percentage change in HbA1c (30 Mix; -14.7(-32.5~-7.5)% vs BB -17.8(-30.1~-11.1)%, p = 0.32). There was a significant decrease in daily glycemic profile at all points except dinner time in both groups compared to baseline. There was a significant increase in the amount of insulin used in the 30 Mix group after treatment compared to baseline (30 Mix;0.30(0.17~0.44) → 0.39(0.31~0.42) IU/kg, p = 0.01). There was no significant difference in IMT, BMI, QOL or adiponectin levels in either group compared to baseline.</p> <p>Conclusion</p> <p>Both BB and 30 mix group produced comparable reductions in HbA1c in type 2 diabetic patients with secondary failure. There was no significant change in IMT as an indicator of early atherosclerotic changes between the two groups. The basal-bolus insulin therapy may not be necessarily needed if the type 2 diabetic patients have become secondary failure.</p> <p>Trial registration</p> <p>Current Controlled Trials number, NCT00348231</p

    Search for dark matter produced in association with bottom or top quarks in √s = 13 TeV pp collisions with the ATLAS detector

    A search for weakly interacting massive particle dark matter produced in association with bottom or top quarks is presented. Final states containing third-generation quarks and miss- ing transverse momentum are considered. The analysis uses 36.1 fb−1 of proton–proton collision data recorded by the ATLAS experiment at √s = 13 TeV in 2015 and 2016. No significant excess of events above the estimated backgrounds is observed. The results are in- terpreted in the framework of simplified models of spin-0 dark-matter mediators. For colour- neutral spin-0 mediators produced in association with top quarks and decaying into a pair of dark-matter particles, mediator masses below 50 GeV are excluded assuming a dark-matter candidate mass of 1 GeV and unitary couplings. For scalar and pseudoscalar mediators produced in association with bottom quarks, the search sets limits on the production cross- section of 300 times the predicted rate for mediators with masses between 10 and 50 GeV and assuming a dark-matter mass of 1 GeV and unitary coupling. Constraints on colour- charged scalar simplified models are also presented. Assuming a dark-matter particle mass of 35 GeV, mediator particles with mass below 1.1 TeV are excluded for couplings yielding a dark-matter relic density consistent with measurements
